OVK in a municipal housing company — hundreds of buildings
Tracking OVK across a public housing portfolio: one interval per building and system, procured inspections and reports in ten formats.
In a Swedish municipal or public housing company, OVK is not an inspection but a production line: a few hundred buildings, each with its own interval depending on ventilation system, inspections procured under framework agreements, and reports arriving continuously in as many formats as there are suppliers. The rule is the same as for a single private owner — the difficulty is entirely different.
Why portfolio size changes the problem
With one building the question is "when is the OVK due?". With three hundred buildings the question is "which five of three hundred fall due within ninety days, and which of those have I still not received a report for?".
Three things make that question hard to answer:
- The interval is per building, not per property. One property designation can contain several buildings with different ventilation systems. A house with FTX is inspected every three years, the neighbouring house with extract air every six. See the interval table.
- The date exists only in the document. The next inspection date is in the previous report. If nobody has read it into a register, it does not exist as a date anyone can search on.
- Reports arrive out of sync. The inspection is carried out in March, the report is emailed in May, registered in June and in the best case never read again. During those months nobody knows whether the building passed.
The working method that holds

Step 3 is the only step you cannot buy from a supplier. The inspection can be procured, the report can be delivered digitally, but judging when the next inspection is due depends on data about your own building.
How do you track OVK intervals across hundreds of buildings without missing any?
By moving the date out of the document and into a register, per building, and letting the register be the source you plan from. A spreadsheet can do that technically but loses synchronisation with reality as soon as reports arrive faster than someone updates the sheet — and nobody then knows how out of date it is. The other requirement is a rule for what happens when the data is insufficient: a building whose category or ventilation system is unknown should land on an action list, not receive an estimated date.
Never guess a statutory date
It is the one principle we would call non-negotiable in a large portfolio. In a register, a guessed date looks exactly like a derived one — same format, same colour, same sort order — but it carries no obligation. When it turns out to be wrong, nobody ever questioned it, because it looked finished.

Procurement and supervision
Two things specific to public housing:
- The inspector's qualification must be verified, not assumed from the framework agreement. The certificate number and certification body are in the report and can be looked up — see qualified ventilation inspectors.
- Supervision comes from your own municipality. The building committee is the supervisory authority even when the owner is the municipality's own company, and an order against a municipal housing company is a matter that reaches the board. See supervision and orders.
